Proposed Illinois amendment raises questions of how useful it will be

This broadcast discusses the proposed change to the State constitution on the November 6 ballot that would require a three-fifths majority vote of the legislature to increase pension benefits. The Civic Federation said the vote doesn’t address the real issue of the State’s severe underfunding of its pensions and noted most legislation to increase pension benefits passed the Illinois General Assembly with more than a three-fifths majority.
