In this letter to the editor, Civic Federation President Laurence Msall clarified a number of issues discussed in a recent Chicago Tribune article on teachers’ pension funds (“Pension plan changes hit educators in pocketbook,” Metro, Oct. 14). He explained the State’s constitutional obligation to pay out employees’ pension benefits regardless of the status of its pension funds, and he emphasized the urgent need for fiscally responsible State pension reforms.
