In this morning news segment about Chicago's predicted FY2008 budget shortfall, Civic Federation Vice President Lise Valentine says that although some elements of the budget gap are out of the city's control, Chicago must curb its personnel expenses and should be required to fund its pension system based on how well each of the funds are performing.
