Double-duty forest preserve commissioners are no bargain

In this letter to the editor, Laurence Msall, President of the Civic Federation, advocates the separation of the Cook County Forest Preserve District and Cook County, which are currently governed by the same Board of Commissioners. He cites recent examples of conflicts of interest between the two governments including a recent and questionable transfer of $13 million in capital reserve money from the Forest Preserve District to Cook County.
