Chicago mayor's budget aims to shrink deficit

Chicago Mayor Rahm Emanuel gave his annual budget address October 10, proposing to close the City’s $298 million structural deficit primarily with management reforms while holding the line on taxes and fees. The Civic Federation said the Mayor’s plan is reasonable but warned the budget does not eliminate the City’s structural deficit and continues to rely on one-time revenue sources including TIF surplus and debt refinancing to close the operating budget.
