In this letter to the editor of the Chicago Sun-Times, the Civic Federation urges Cook County Commissioners to reject the proposed FY2009 Cook County budget, which is built on an unstable foundation of $364 million in borrowing to pay for operational expenses. The Federation opposes borrowing for operational expenses because it is a bad deal for taxpayers, adding hundreds of millions in expenses.
