Crain's Chicago Business

This article describes the growing concern among property tax observers about tax increment financing (TIF) in the City of Chicago, which requires that all property tax receipt increases in certain districts be spent in the same districts for the purpose of economic growth. It cites the Civic Federation’s encouragement that the City make TIF more transparent to the public, adopt an annual TIF budget, and let existing TIF districts become obsolete in order to return their revenues to the normal tax system for use in other areas.
