Quinn needs a sharper knife to trim the fat from Illinois' budget

This article reviews the recommendations of several organizations as to how the State of Illinois can reduce expenditures and close an $11.6 billion budget deficit. It cites the Civic Federation's proposals that the state eliminate its indemnity health care plan in favor of managed care, increase employee contributions toward their health care, and eliminate free health care for retirees.
