In this guest opinion, Civic Federation President Laurence Msall calls on local governments to put their spending on a "diet" in response to a Federation report which found that, as a whole, the 1,099 taxing bodies in northeastern Illinois had increased expenditures per capita at a rate twice that of revenue-generation per capita between FY2000 and FY2003. He also recommended that townships and special taxing districts cut their property tax levies in order to reduce their excessive surplus fund balances.
