This article discusses the City of Chicago’s Aldermanic Menu Program which in 2011 allocated 1.3 million dollars in discretionary spending for each ward. Mayor Rahm Emanuel is suggesting aldermen spend the money on an approved list of construction projects to better coordinate work throughout the city. The Civic Federation says the City’s capital spending should be prioritized according to comprehensive improvement plan for the city, not allocated by political jurisdiction.
