This article discusses the release of The Civic Federation's Status of Local Pension Funding FY2003 report. The report finds that, despite recent gains in investment returns, the combined unfunded liabilities of the nine major government pensions in Cook County continue to grow. Combined unfunded liabilities reached $9.7 billion in FY2003.
