This article discusses the comments that were made at the public hearings of the Forest Preserve District of Cook County regarding their FY2006 proposed budget. It cites the Civic Federation’s outspoken opposition to the proposed budget on the grounds that the budget book lacks sufficient details of spending to justify an 8.5 percent property tax increase in Cook County and that the District’s capital improvement program lacks transparency and public involvement.
