The Federation spearheaded an effective campaign in 2007 and early 2008 to establish an independent governing board for the Cook County Bureau of Health Services in coalition with other civic groups and business and government leaders. Through testimony before the County Board and a public education campaign that included letters to the editor published in major Chicago newspapers, the Civic Federation continued previous efforts to improve the efficiency of the bureau, which has long been plagued by financial and managerial inefficiencies.
