This article discusses the CTA train station under the downtown Chicago Block 37 development that sits unfinished due to cost overruns and lack of funding. The Civic Federation says the failed station is a perfect example of why the CTA should have a detailed a prioritized capital plan that would have alerted the Authority much earlier that it should halt the project.
